The City of Johnston sought to address on-going traffic-related challenges throughout the city. Foth was tasked with identifying congestion points along major traffic corridors and concurrently reviewing the areas experiencing high crash rates. Of particular interest were crashes involving pedestrians.
Work included developing a traffic model to analyze the entire city’s traffic operations for existing conditions and future build out. To ensure a comprehensive approach, input from stakeholders and the public was gathered to gain perspectives on traffic operations and safety strategies. To that end, four open house meetings were held at city hall. Other input included a public survey and web mapping application to provide the option of location-specific comments.
Recommendations based on study results encompassed short- and long-term solutions targeting enhanced traffic flow in congested areas, improved safety at high-risk locations, and integration of systemwide technology solutions when needed. Proposed policy changes aimed to further enhance safety and traffic efficiency.
Subsequent project phases involved prioritization of necessary improvements and detailed cost estimation for recommended solutions. The final stage of work concluded with development of a strategic plan that outlined a systematic approach to implementing the approved recommendations and addressing the overall traffic challenges identified within the city.
